Yes, if they have a structure and tribal land.  Oasis Roma, an Extra Governmental Organization accepts:  Countries (or their proxies), Religions, and Indigneous Groups with a Structure (and sometimes with a Structure and Tribal Land...as in the case of the Sunshade product being free to all Indigenous Groups that have Tribal Land.)    The ETT operates from Oasis Roma and would willingly accept all board or council members that are allowed by the UN country they belong to.  

So the ETT Licensing is similar.  If a native group has tribal land and a structure they can license ETT technology directly if they are ETT members and the federal government that is in charge of their UN country accepts that.  Otherwise, they will want to follow their directions on pursuing licenses.  At the very least, some cool products should come out in wholesale or retail services that can be sold by indigenous groups or used by them.  

Religions won't be on the ETT committee determining if and how technologies will be implemented.  Indigenous Groups will have 6 spots on the committee and will have to work together to determine how to share those voting positions.  The rest of the committee will be countries or their proxies.  Indigenous participation will be a factor in creating a larger presence on the operating committees, should it become apparent 4 spots are not enough to adequately represent people.
